What tax advice actually costs in Tbilisi

Georgian tax advice is cheap by European standards and uneven in quality. A single consultation with an English-speaking adviser sits in the 200 to 400 GEL per hour range at the independent firms, and the published rate at the top of this list is 250 GEL. A defined piece of work, picking between an Individual Entrepreneur on 1% small business status and an LLC for example, runs roughly 800 to 2,000 GEL once someone has actually read your contracts. Multi-country planning starts around 1,500 GEL and has no real ceiling.

The international network firms, Andersen, Nexia TA and Ecovis, price above the independents. They earn it when you need an opinion that survives an audit or satisfies a foreign parent company, and not much before that. Add 18% VAT where the firm is VAT registered. Most are.

How to choose

Name your actual problem first. The Tbilisi market splits into three groups and they are not interchangeable.

  • Expat-facing generalists such as Tbilisi Expat and ExpatHub handle registration, 1% status, residency and the monthly filings under one fee structure. Right call for a solo founder or a small remote business.
  • Tax specialists such as TPsolution and IBCCS TAX are where you go when a second country is involved, when transfer pricing applies, or when you want an advance ruling from the Revenue Service in writing.
  • Network and audit firms such as Andersen, Nexia TA and Ecovis suit companies with real audit exposure, foreign shareholders or a group structure.

Three questions separate an adviser from an order-taker. Ask them where you are tax resident and why. Ask what happens if the Revenue Service disagrees with the position and whether they will represent you. Ask for scope and fee in writing before you hand over a single document.

Red flags

  • A promise of 0% tax on everything. Georgia is generous, not lawless.
  • Being told 1% applies without anyone asking what you do. Several professional activities are excluded from small business status outright, and turnover above 500,000 GEL takes you out of the 1% band.
  • No written scope, or a fee quoted only once they hold your passport and contracts.
  • Advice delivered in Georgian and summarised for you second hand. You sign the return, so you need the reasoning.
  • A firm that files your returns, chose your structure, and has never once told you no.

When you do not need to pay for this

One freelancer, one income stream, no staff, no property: registering an IE and applying for small business status is an errand, not a project. The Public Service Hall handles the registration, the Revenue Service portal handles the rest, and a year of accounting fees can exceed the tax itself.
