What payroll costs in Tbilisi
Two pricing models dominate. The first is per employee per month, which is where the dedicated payroll and EOR firms sit, commonly 35 to 60 EUR a head with the rate falling as headcount rises. The second is a flat monthly accounting fee with salaries folded in, typically 250 to 750 GEL for a small company depending on transaction volume and how many people you employ.
Employer of record is priced differently again. You are buying a legal employer, not a calculation, and the fee reflects the liability being carried. Expect several hundred euros per employee per month on top of gross salary and employer contributions.
Very few Tbilisi firms publish a full price list. Treat every number above as a starting point and insist on a written quote against your actual headcount.
How to choose
If you already have a Georgian LLC
Your default should be the accountant who already files your monthly declarations. Adding three salaries to an existing engagement is cheap, and it keeps one team looking at the same numbers. Move to a specialist when you hit shift patterns, variable bonuses, foreign hires, or your first termination.
If you have no entity yet
You either need an employer of record or you need to register a company. Registering a Georgian LLC is fast and inexpensive, so do the arithmetic. For three or more long-term hires, your own entity plus outsourced payroll almost always beats EOR fees. For one person on a six-month trial, EOR wins.
Questions worth asking before you sign
- Who files the monthly declaration, and by what date
- Who pays the penalty if a filing is late
- Do you draft employment contracts, or do I need a separate lawyer
- Can you calculate termination and severance costs before I make the decision
- Which named person handles my payroll, and in what language
Red flags
Marketing that leads with tax savings rather than compliance. Structures that reclassify employees as individual entrepreneurs to sidestep the 20% withholding, which is a known audit target and leaves the exposure with you, not the provider. Any refusal to name a penalty owner in the contract. An English-language website backed by a payroll officer who only works in Georgian, something you usually discover in month two.
When you do not need to pay for this
If you are a solo Individual Entrepreneur with no employees, you have no payroll. You have a monthly turnover declaration, and that is bookkeeping.
If you employ one person on a fixed salary with no bonuses, the calculation is genuinely simple and the Revenue Service portal accepts the filing without drama. Plenty of small foreign-owned companies run it in-house for the first year and hand it over once the second or third hire arrives. Pay for payroll when the cost of getting it wrong exceeds the fee, which for most employers is the first time somebody leaves.
