We checked 26 companies against their own websites, kept the ones with a real Tbilisi address and a stack they were willing to publish, and ranked the nine that survived. Directory profiles on their own were not enough. Two firms came off the list because their websites had lapsed or stopped resolving. What software development costs in Tbilisi

Published rates for Tbilisi teams sit in a narrow band. Most local shops list 25 to 50 USD an hour on the directories that carry them. Senior-only studios and firms with a US or EU parent list 50 to 99. Minimum project sizes are the more useful number: 10,000 USD at the smaller end, 25,000 to 50,000 at the larger firms.

A working figure for a first product version with a handful of integrations is 15,000 to 45,000 USD. Payments, regulated data or a real mobile app on top of that pushes past 100,000 quickly. Georgian VAT is 18% and applies to domestic supplies, so a Georgian company buying from a Georgian developer should expect it on the invoice. Exported IT services are treated differently. Confirm which you are in before you budget.

How to choose

Start with what you are actually buying. There are three different products being sold here and they are priced and managed differently.

  • A fixed-scope build. You have a spec, they deliver it. Works when the scope genuinely will not move.
  • A dedicated team or team extension. You get named engineers on a monthly rate and you direct them. This is what Digipal, Omedia and SoftTeco lead with.
  • A product partnership. Discovery, design, build, launch. More expensive per hour and worth it only if you do not have a product person in-house.

Questions that separate the firms quickly

  • Which named engineers would be assigned, and can you speak to them before signing rather than after.
  • Whether the repository is yours from commit one or handed over at the end.
  • What happens when the lead developer leaves. Small Tbilisi shops lose people to relocation and to the larger delivery centres.
  • Whether the quote covers QA and DevOps or treats them as extras.

Red flags

  • A portfolio with no live URLs. Screenshots are cheap.
  • An invoicing entity whose name does not match the brand and is not in the public registry.
  • No IP assignment clause offered until you ask for one.
  • A single point of contact who is neither technical nor able to put you in touch with anyone who is.
  • Estimates given in a day for work that has not been scoped. That number will change and you will be arguing about it in month three.

When you do not need to pay for this

If what you actually want is a five-page site, a booking form or a shop, you do not need a custom software firm and you should not pay one. Off-the-shelf tools plus a web studio will cost a fraction of it. The same goes for internal processes that a spreadsheet, a no-code tool or an existing SaaS product already handles.

Custom development earns its cost when the process you are automating is the thing that makes you money, when no product on the market fits your workflow, or when you are integrating systems that were never meant to talk to each other. Below that line, buy something.
