What digital marketing costs in Tbilisi

Almost nobody here publishes rates, which is the first thing to understand about this market. From the few agencies that do, PPC campaign management sits around 600 US dollars a month, SEO around 1,500, social media management around 2,000, and a full integrated strategy around 10,000. One performance agency is listed at 30 to 70 US dollars an hour.

For a small foreign-owned business buying managed paid social plus ad management, a realistic band is 1,000 to 3,500 GEL a month. Multi-channel retainers with production run higher, and the large award-winning shops quote per project rather than per month. Add 18% VAT to any Georgian agency invoice, and remember your ad spend is a separate line entirely.

How to choose

Start with the job, not the agency size. If you need enquiries this quarter, you want a performance shop that will show you a campaign structure on the first call. If you are launching a brand into a Georgian market that has never heard of you, that is a different supplier with a different skill set, and the two are rarely the same firm.

The second question is who your customer is. An agency with a wall of Georgian bank and telecom logos knows how to sell to Georgians. That is not the same capability as selling to a buyer in Berlin or Austin. Ask for a case study where the audience sat outside Georgia.

Worth confirming on the first call

  • Who owns the accounts. Your company should own the Meta business manager, the Google Ads account, the analytics property and the domain. The agency gets user access, not ownership.
  • Who does the work. The person who pitches is often not the person who runs the account. Ask to meet them.
  • How ad spend flows. Paying spend through the agency is convenient and usually costs you a markup plus a messier set of books.
  • What the monthly deliverable actually is. Count the posts, creatives and campaigns, in writing.

Red flags

  • Guaranteed rankings or a promised cost per lead before anyone has looked at your account.
  • Reporting built entirely on impressions, reach and follower growth. Those are inputs, not outcomes.
  • Refusal to hand over account admin rights, or accounts opened under the agency's own business manager.
  • A proposal with no named team members. In a city this size, you can and should know who is doing the work.
  • Foreign agencies with a Tbilisi landing page and a New York phone number. There are several, and they are not local.

When you do not need to pay for this

If you sell to a small professional network, run a service business on referrals, or have a product that has not found its buyer yet, an agency will spend your money teaching itself what you sell. Fix the offer first. Retainers are a multiplier on something that already converts, not a substitute for it.

You also do not need a full retainer to start. A one-off strategy session or audit, which one agency on this list prices at 200 US dollars, is often enough to tell you whether the channel is worth funding. Start paying monthly when you have a repeatable offer, a working landing page, and a budget you can leave running for at least three months without flinching.
