The 10 Best Car Insurance Companies in Tbilisi

Updated 21 firms evaluated10 listedServing all of Georgia

Georgian plates carry no compulsory motor insurance, so every policy sold here is a voluntary purchase and the market prices accordingly. We looked at 21 licensed insurers and online sellers writing motor cover in Georgia, then kept the ten that publish something concrete in English: a package structure, a deductible range, a claim turnaround, a price. All ten are licensed across Georgia and most sell and renew online, so a driver in Batumi or Kutaisi buys the same policy as one in Tbilisi. Firms that answer only with a callback form did not make the list. How we rank

Rank 01

TBC Insurance

Best overall

Georgia's largest retail insurer, and the least friction to buy from.

3.8418 reviewsUpdated
Why they’re on this list
  • Motor policies are bought online end to end, with an ID card and a photo of the car given as the requirements
  • The complete package bundles roadside assistance at no extra cost, alongside partner discounts
  • Sits inside the TBC banking group, so premium payment and renewal run through infrastructure most Tbilisi residents already use
  • Customer service offered in English, Russian and Georgian, with a full English version of the auto product pages
Rank 02

GPI Holding

Best for claim speed

Vienna Insurance Group's Georgian arm, with three casco tiers and published claim times.

3.2117 reviewsUpdated
Why they’re on this list
  • Founded in Georgia in 2001, a Vienna Insurance Group member since 2006, and states it holds roughly 55% of the individual insurance segment
  • Auto Active casco comes in three packages: M covers accident damage only, L adds theft, fire, vandalism and natural events behind a deductible, XL runs the same risks with no deductible
  • Publishes its own claim service standards, with non-medical damage up to 1,000 GEL settled on the spot and 90% of larger claims resolved inside three days
  • Separate 24/7 non-medical claims line on 032 2 605 111, so motor calls do not queue behind health insurance
  • Service centres in Batumi, Kutaisi, Akhaltsikhe, Telavi, Zugdidi, Gori and Rustavi, plus the MyGPI app for remote policy management
Rank 03

Aldagi

Best published pricing

The insurer that prints monthly prices and deductible ranges instead of hiding them.

3.6178 reviewsUpdated
Why they’re on this list
  • Casco published in three named tiers, with Minimum from 35 GEL a month covering accident, fire and explosion, Standard adding theft and vandalism, and Full adding natural events and falling objects
  • States its deductible range openly at 0.5% to 6%, varying with package and driver experience, so you can see how your own profile moves the price
  • Says it is the only insurer in Georgia offering a replacement car while yours is at the service centre, for up to 14 days a year
  • First insurance company in Georgia to hold an international rating, with AM Best raising its financial strength rating to B+ in 2025
  • 24-hour assistance covering towing, tyre changes, battery charging, fuel delivery and minor roadside repairs regardless of which policy you hold
Rank 04

IRAO

Vienna-backed casco that keeps working across the Armenian and Azerbaijani borders.

4.075 reviewsUpdated
  • Vienna Insurance Group company, so the same international parent as GPI Holding but a separate motor book and its own claims line
  • Casco cover extends into Armenia and Azerbaijan, which matters if you actually drive out of the country rather than only around Tbilisi
  • Third party liability advertised from 20 GEL a month, the lowest published entry price on this list for cover against damage you cause to others
  • Roadside assistance stated for Tbilisi within a 25 km radius plus Kutaisi and Batumi, and losses can be calculated remotely without an office visit
  • Policy documents published in Georgian and English, with purchase through online.irao.ge and iOS and Android apps
Rank 05

ARDI Insurance

Mid-sized Georgian insurer with a dedicated casco site and four city offices.

4.3446 reviewsUpdated
  • Operating since 2010, with auto casco packages sold to individuals and to companies
  • Runs a separate casco site at casco.ardi.ge rather than burying the product inside the main menu
  • Insurance houses in Tbilisi, Batumi, Kutaisi and Poti, open Monday to Friday from 10:00 to 18:00
  • Also sells Welcomer, a product built specifically for foreign visitors, so non-Georgian paperwork is routine here

What car insurance costs in Tbilisi

Casco is priced as a percentage of the insured value of the car. GPI Holding and Euroins Georgia both publish a floor of 2% a year. Aldagi prints monthly figures instead, starting at 35 GEL a month for its Minimum package. Market guidance puts most real premiums at 3% to 7% of vehicle value, so a 35,000 GEL car sits roughly between 1,000 and 2,500 GEL a year.

Third party liability is the cheap half. IRAO advertises it from 20 GEL a month, and every insurer here will attach it to a casco policy rather than selling it as a separate relationship.

Compulsory cover for a foreign-plated car is a fixed-price product, not a quote: around 55 GEL for 15 days, 85 GEL for 30, 140 GEL for 90 and 375 GEL for a year, with a 300,000 GEL limit.

How to choose

Start with the deductible

It moves the premium more than anything except the car itself. Aldagi publishes its range at 0.5% to 6%. Prime Insurance and GPI Holding both name a higher deductible as the first lever to pull. Work out what a realistic claim looks like on your car, then check the deductible is not most of it.

Ask about the claim path before you buy

Published commitments are worth more than a friendly sales call. GPI settles non-medical damage under 1,000 GEL on the spot and says 90% of larger claims close within three days. Unison pays within 48 hours of the car being appraised. Get whichever version you are promised in writing.

Check that English goes past the product page

An English brochure is not an English claims line at 2am after a collision on the Kakheti highway. Ask which number you call, and call it once before you need it.

Red flags

  • A quote that only ever arrives by phone, with no written policy wording
  • An agent who cannot state the deductible percentage
  • No published list of exclusions anywhere on the site
  • Pressure to insure the car well above its market value
  • Vagueness about whether small damage needs a police report

When you do not need to pay for it

Georgian plates carry no legal requirement, so on a car worth under about 10,000 GEL, full casco is usually poor value. At 3% to 7% a year plus a deductible, you are handing over a meaningful slice of the car's value annually to protect a small number. Liability-only cover, from around 20 GEL a month, still protects you from the genuinely large bill: someone else's car, someone else's hospital.

Casco earns its place in four situations. The car is financed or leased and the lender requires it. The car is new enough that a write-off would actually hurt. You park it on the street overnight in central Tbilisi. Or it is a company car, in which case the premium is a business expense anyway.

If you are buying motor cover alongside health or property, a broker will usually get you a better wording than going direct. See our list of insurance brokers in Tbilisi.

Frequently asked

Only for foreign-registered vehicles. Georgian law requires the owner or driver of a foreign-plated car to hold compulsory third party liability cover for the whole time the car is in the country, and border officers check it at entry. Driving without it carries an administrative fine of 100 to 200 GEL. Cars on Georgian plates carry no compulsory motor insurance at all, so casco and liability are both voluntary purchases. Leased and financed cars are the practical exception, because the lender usually writes casco into the contract.
